I just wonder if we are looking too hard for the definitive answer. Some officer simply did a stupid thing and wrapped his cigars in the order and dropped them. Nothing more, nothing less.Another case of the personnel of ANV dropping the ball. (Refer to Stonewall Jackson during the 7 Days)
